The BCI led efforts to assist the Library in preparing a grant application which enabled them to receive a sizeable grant by the Kentucky Department for Library and Archives for $3.2 million. A new facility allows the Library to better serve an under-educated community with spaces specifically designed for Early Learning and Literacy and Adult Education.  These are two areas of great social need in Russell County. The schematic design and grant writing phase of the work occurred June-October of 2016. Construction began in 2017 and was completed November 2109. The budget for this project was $4 million.
