Abilene, proudly known as the Storybook Capital of America, manages more than 1,300 acres of parkland across 26 parks. To support its growing, diversifying, and aging population, the City engaged Brandstetter Carroll Inc. to develop a new Parks and Recreation Master Plan. The result is a visionary and actionable roadmap that positions Abilene to become the gold standard in parks and recreation—reflecting the City’s ambition to be a forward-thinking, world-class community.

The planning process included a detailed inventory of existing parks and recreation facilities, including those managed by outside entities. This effort uncovered previously undocumented amenities and helped identify opportunities for strategic partnerships and more focused investment. Public engagement played a central role, with residents expressing strong support for facility upgrades, expanded trails, and more athletic fields.

Some priorities, such as trail improvements and an all-access playground, were already in progress as the plan neared completion. The plan also explores the potential of activating currently undeveloped parkland to meet future needs without requiring significant land acquisition. With a clear vision and phased strategies, the plan equips Abilene with the tools needed to achieve long-term success.
