Scope

Brandstetter Carroll Inc. partnered with the City of Covington to create a comprehensive system-wide Parks and Recreation Master Plan, covering more than 30 parks and over 860 acres of public space. At the heart of the system is Devou Park—a 700-acre regional destination featuring a golf course, historic bandshell, sweeping views of the Cincinnati skyline, trails, rental venues, and more.

The planning process focused on identifying critical improvements needed across the city’s aging neighborhood parks. A combination of detailed system analyses and broad-based public engagement—including community surveys, stakeholder discussions, online outreach, park events, and public meetings—ensured that the plan was shaped by the voices and needs of Covington residents.

Working collaboratively with city leaders and community members, BCI facilitated the development of a refreshed vision, mission, values, and strategic goals. The resulting Master Plan includes a detailed Action Plan outlining recommendations for capital investments, program enhancements, funding strategies, operations, maintenance, and marketing—equipping the City of Covington with a clear path toward a revitalized, equitable, and sustainable park system.
