The Pavilion Parkway is a connector serving the Newport Pavilion, a development between Memorial Parkway and Carothers Road. It includes two new traffic signals within the new alignment along with landscape areas at select locations in the median.

The project required permits and approvals from the City of Newport, the Kentucky Transportation Cabinet, the Federal Highway Administration, as well as Sanitation District No. 1 and other utilities to coordinate property issues and proposed utilities. The total construction cost for mass excavation, roadway, and utility work exceeded $19 million. BCI is working with the City of Newport toward major improvements to Carothers Road necessitated by the success of the Newport Pavilion.

BCI also completed site planning and design for the adjacent retail locations for Anchor Properties.
